Greening Our City Program Evaluation

We led a comprehensive evaluation of the Greening our City Program, assessing its impact on urban canopy, heat reduction, environmental and social benefits, and providing evidence-based insights to guide future green cover initiatives across Greater Sydney.

As part of the NSW Government’s commitment to expanding green cover, the Five Million Trees (5MT) Program—now known as the Greening our City Program—was launched to improve urban livability, reduce heat, and deliver environmental and social co-benefits across Greater Sydney.

To assess its impact, Mosaic Insights was engaged to lead a comprehensive outcome evaluation of the Program. Mosaic worked in partnership with Alluvium Consulting, EcoFutures, and Homewood Consulting, and collaborated closely with the Department of Planning and Environment (DPE) Statistics and Evaluation team, and the Greening our City team.

The evaluation assessed program outcomes across key areas including urban canopy, urban heat, environmental co-benefits, social health and wellbeing, and capacity-building. It involved modelling, stakeholder surveys and interviews, site assessments, and a review of past reports and datasets.

Mosaic delivered a final evaluation report along with seven detailed case studies, helping DPE understand what’s working and how to maximise future program impact.
